The federal Canada Shipping Act 2001, along with its regulations, governs pleasure craft.
Canada's Criminal Code also applies to boating. Activities such as operating a boat while impaired, failing to stop at the scene of an accident and operating an unseaworthy boat are crimes.

MLA's partner organization Safe Quiet Lakes (SQL) has conducted comprehensive surveys across Muskoka in 2013, 2017 and 2021 that reveal a downward trend in the quality of the lake experience among respondents and a significant increase in the desire for regulation and enforcement.
